Military are not exempt from civil actions regarding non-payment of debt, and such civil action could lead to action for the same cause under the UCMJ. Alternatively, non-payments of debt are a condition for which you can receive an administrative discharge.
the sailors and soldiers relief act merely protects you form actions during deployment or conditions caused by deployment, but does not necessarily relive you of debt responsibility. Once the deployment is over, you could still have to appear in court depending on your circumstances.
While not impossible for a soldier to have a judgment brought, because of the relief act it is harder but it can be done, and the soldier has right related to that.
